The Cost and Schedule Manager is a highly visible position that interfaces with Senior Management, corporate finance, contracts and the customer. Oversees the pricing, scheduling, program control and division performance functions. Leads pricing efforts on technical programs and product sales. Uses experience managing DoD programs using Earned Value Management (EVM) and Critical Path analysis to guide a staff of Cost Analyst and Program Schedulers to monitor and control programs. Works with senior management to develop 5 year Strategic Plan, Annual Operating Plan (AOP) Budgets and monitor group performance metrics such as orders, revenue, and Cash Collections/Operating Cash Flow.
Key responsibilities and accountabilities:
Manage cost & schedule group.
Budget, monitor and control Maritime financial performance
Lead/develop cost proposals.
Creation of WBS
Preparation of detailed scope of work, schedules for cost estimates
Maintains performance measurement baseline, creates baseline change requests
Works with program team to create ETC and EAC
Develop, monitor and control overhead budgets
Minimum of 7 years of cost analyst or similar position
Experience with leading a team
Expert in EVMS
Must be a strong MS Excel user
Working knowledge of MS Project
Self starter willing to identify and solve issues
Understanding of EVM tools such as MPM, COBRA etc
Experience working on DoD programs a plus
Working knowledge of DFAR a plus
Familiar with DFAR compliant proposal pricing
Financial Planning and Analysis (FP&A) and forecasting by cost element
