Job purpose:

Program Manager will support QNA’s Unmanned Systems business area by managing new and ongoing development, production, and lifecycle support programs. Program Manager will also identify and capture new business.


The Program Manger will drive design, development, test, delivery, and sustainment activities for Defense projects.  Individual will be responsible for initiating projects by directly working with customer/sponsors to define top level scope and overall objectives. The Program Manager will plan projects by reviewing customer requirements, defining WBS, estimate durations/costs, developing schedules, and performing critical path and risk analyses. The Program Manager will be expected to use his/her skills and knowledge to identify programmatic issues as they occur and provide direction or corrective action to maintain cost & schedule performance.  The candidate must have outstanding communications skills required to manage internal teams and external customers.


Key responsibilities and accountabilities:

  1. Drive program execution to successful completion and delivery. 
  2. Develop schedules and budgets using WBS, critical path and estimating techniques.
  3. Develop project plans and risk management plans.
  4. Maintain close communication with project teams, ensuring all members are aligned with program priorities.
  5. Direct project team and provide guidance to mitigate issues as they occur.
  6. Work with engineering leads to optimize, adapt, or re-scope projects, balancing customer requirements, business needs, resource availability, and risk.
  7. Manage customer relations to ensure high satisfaction including scope modification when needed and new opportunity / proposal development


  1. 10 - 15 years of experience as a program or project manager developing electromechanical systems resulting in manufactured products.
  2. BS Engineering or BA Business or related field.
  3. Must have experience managing DOD acquisition programs.
  4. Program Management Professional (PMP) certification preferred.

Required Skills

  • MS Project – Must have hands on experience.
  • EVMS – Must have 2+ years of experience managing with EVMS.
  • Excellent People Skills – Must be capable of leading a team of technical personnel, capable of conflict resolution. Must be capable of managing a customer to assure the customer’s needs are met with a high level of customer satisfaction.
  • Scope/Requirements Analysis – Must be capable of working with a customer to translate the customer’s wants and needs to top level scope and requirements.
  • Estimating – Must be capable of working with Subject Matter Experts to develop estimates for duration and cost.
  • Schedule/Budgets – Must be capable of developing a WBS and translating that to a Microsoft Project schedule. Develop budget for all work packages in the WBS.
  • Reporting, must be capable of preparing monthly financial and status reports.  Must also prepare and brief management and customers on project status. 
  • Planning, writing, and delivering high quality DOD proposals.
